Mr. Bickle thought that receipts for visas are always given, which may be true of Hongkong, but surely not of other placed. I obtained five other visas including one from your Consulate in San Francisco and no one thought of giving me a receipt as, of course, the price paid is stated on the visa, which is of itself a receipt. I feel, therefore, that your Colonial Secretary in Hongkong sincerely believed when he gave me the receipt to give you that you would pay me my refund without further delay or inconvenience to me. Now that all facts are clearly before you in writing, perhaps you can pay me at once since the difficulty is in no way my fault.
